The 24-hour hand is linked to the hour hand. It does not jump on its own. Set local time on the normal hands, then turn the unidirectional bezel so the 24-hour hand points at the hour you want to track. That is a caller-style GMT, useful for a home time zone or a city you phone, not a traveller GMT that shifts the hour hand by itself.
